Confirm Jurisdiction Before Pricing
A building in a split-county city may sit under any of several offices. Permit review, inspections and code editions can differ between them. We confirm which office has jurisdiction over the parcel before we price a replacement, because the edition in force can change insulation levels, wind uplift design and edge detailing.
The 2021 International Building Code and 2021 International Energy Conservation Code, adopted in San Marcos in 2023, govern San Marcos. For a Mustang Ridge parcel, the permit office with jurisdiction names the edition in force, and the estimate follows it.
Lead time matters. Plan review can add weeks before a replacement starts, so the question gets asked early and the time goes into the schedule.
Inspections add a second step. Some jurisdictions require a mid-job inspection of the deck or the insulation, and some require a final. We note which apply, schedule the crew around them and keep photographs of each stage for the file. A missed inspection can stall a job, so the plan lists them as hold points.
Because parcels can sit in different counties, we also ask who holds the inspection record. A permit number from one office, a plan review from another and a school calendar from a third all go into the same roof file, so the owner has one place to look when a lender, an insurer or a buyer asks for the history. Each entry is labeled with the office that issued it and the date, which spares everyone a round of calls later.
